Calculating Speed

The car is parked at the top of hill.

It has gravitational potential energy now. Gravitational field is a conservative field. Which means, the path taken for the whole movement need not be necessary. Only the final and initial position needs to be considered.

the whole gravitational potential energy is getting converted into kinetic energy.

mgh = 1/2 (mv^2)

solving,

substitute and find the value

9.59 is the answer

Note: the final velocity doesn't depend upon the mass of the car.
